Allocating presidential electors proportionately to the state's popular vote.


          AN ACT Relating to presidential electors; and adding a new section to chapter 29.71 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 29.71 RCW to read as follows:

          (1) Each presidential candidate shall be awarded the number of electors that corresponds to his or her proportional share of the popular vote according to the following method:

          (a) The quota per elector shall be determined by dividing the total number of valid ballots by the number of electors.

          (b) The electors per candidate shall equal the number of ballots per candidate divided by the quota per elector as determined in (a) of this subsection.

          (2) The allocation of electors shall be in whole numbers only.  Fractions of one-half or greater shall be rounded up to the next higher whole number.  Fractions of less than one-half shall be rounded down to the next lower whole number.

          (3) No candidate is entitled to an elector unless the number of ballots cast for the candidate is sufficient for at least one whole elector.
