Establishing use of social security numbers for student identification.


          AN ACT Relating to social security numbers used as student identification; adding a new section to chapter 28A.600 RCW; creating a new section; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 28A.600 RCW to read as follows:

          (1) Beginning in the 1993-94 school year, each school district shall request that each student enrolled in a public school in this state provide his or her social security number.

          (2) Beginning in the 1994-95 school year, each school district shall use social security numbers as student identification numbers in the management information system used by the school district.

          (3) A student may satisfy the requirement to provide his or her social security number by presenting his or her social security card or a copy of the card.  A student is not required to provide his or her social security number and shall not be denied any right, benefit, or privilege for refusing to disclose his or her social security number.

          (4) The school district shall include the social security number in the student's permanent record or indicate if the student identification number is not a social security number.  The superintendent of public instruction shall provide assistance to school districts to assure that the assignment of student identification numbers other than social security numbers is kept to a minimum and to avoid duplication of a student identification number.

 

          NEW SECTION.  Sec. 2.  By March 1, 1994, the superintendent of public instruction shall report to the state board of education the increase in student social security numbers on record and actions implemented and planned to enable school districts to comply with section 1 of this act by the 1994-95 school year.

 

          NEW SECTION.  Sec. 3.  The sum of . . . . . . dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1995, from the general fund to the office of the superintendent of public instruction for the purposes of this act.
