Placing restrictions on when implementing rules may be adopted.

          AN ACT Relating to rule adoption to implement enacted legislation; and adding a new section to chapter 34.05 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 34.05 RCW to read as follows:

          No agency may adopt rules implementing the provisions of an act adopted by the legislature and signed into law by the governor until the next regular legislative session has concluded its business.
