(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Creates an account in the state treasury to be known as the county research services account.

     Authorizes the transfer of excess revenues from the county sales and use tax equalization account to the county research services account as appropriated by the legislature.

     Revises the membership and duties of the municipal research council.
