SB 5073 - DIGEST

 

     Provides that, by November 1, 1997, all Washington residents shall be enrolled in the certified insurance plan of their choice.

     Designates a single state agency as the state sponsor for health care.

     Creates the Washington health services commission and specifies the powers and duties thereof.

     Establishes the requirements for certified insurance plans.

     Revises provisions of the existing basic health plan.

     Encourages the negotiation of a federal waiver for the state medicaid program.

     Establishes a state income tax to provide the necessary revenues for the support of health care for the citizens of this state.

     Provides exemptions and credits for taxable income modifications.

     Establishes income tax withholding procedures.

     Provides criminal penalties for violations of the act.

     Establishes administrative and accounting procedures.

     Establishes procedures for appeals relating to income tax deficiencies and refunds.

     Declares the act to be an alternative to Initiative Measure No. 141.
