SB 5136 - DIGEST

     Provides that a landowner's rights vest at the issuance, by the appropriate local government officials, of an approved building permit and not at the time of an application to develop the property.

     Authorizes local governments to adopt an alternative method of determining when the vesting of the right to proceed with a development has occurred.
