     Increases the senate membership from eleven to twelve.

     Requires vacancies to be filled from the same political party and house as the member whose seat was vacated.

     Revises procedures for the election of the chair.

     Applies to appointments to the committee constituted at the end of the 1995 regular session or any successive special session.
