     Revises provisions establishing the Puget Sound water quality authority.

     Extends the termination date to June 30, 1997.

     Authorizes the counties to create one or more watershed protection districts in cooperation with cities and towns.

     Revises provisions for storm water management.

     Establishes requirements for seller disclosure of septic system in sensitive areas.

     Provides for criminal penalties for violations of the act.

     Directs the establishment of an inspection schedule of facilities subject to discharge permits.
