     Establishes the Washington rural development council to support the development of viable, self-reliant rural communities.

     Provides for policy analysis on existing and proposed development strategies for Indian tribes.

     Terminates the council on June 30, 1997.

     Makes an appropriation of forty-nine thousand five hundred dollars to carry out the purposes of the act.
