SB 5256-S - DIGEST

     Prohibits cities, counties, and code cities from using any public facility, including physical resources, employees, and the granting of reduced charges to advocate for or against a proposed annexation.

     Authorizes employees to be advocates if they are not being paid.

     Authorizes reduced utility charges to an entire area, but not on an individual basis.
