     Authorizes the state treasurer to transfer to the outdoor recreation account such of the moneys in the marine fuel tax refund account that are not required for payment of the refund claims or cost.

     Increases the percentage of funds authorized for nonhighway road recreation facilities from twenty to forty percent.
