SB 5338 - DIGEST

     Places the burden of proof on a petitioner to show that an alleged failure to comply with the treatment plan was due to circumstances beyond the petitioner's control.

     Directs the department of social and health services to adopt rules prohibiting the collusion between agencies or treatment programs regarding referral of patients.
