     Requires each business that has received twenty-five thousand dollars or more in business assistance to agree to accept the designated rules of conduct prior to receiving further assistance.

     Establishes penalties for noncompliance with the designated rules of conduct.

     Requires businesses to submit employment impact estimates to the office of financial management.

     Establishes the natural resource restoration account.
