(DIGEST AS ENACTED)

     Authorizes any elector of this state to register to vote by mail.

     Directs the secretary of state to adopt an application form.

     Requires the counties to reimburse the state for the costs of the registration forms for 1994 and 1995.

     Repeals RCW 29.07.040.
