SB 5571 - DIGEST

     Declares that home and community-based settings offer the best opportunity for normal living for persons with developmental disabilities.

     Authorizes the secretary to close residential habilitation centers or major portions of residential habilitation centers if, in the judgment of the secretary, it is cost-effective to do so.

     Provides a phased closure schedule.

     Provides for reviews to ensure the health and safety of individuals moved out.

     Encourages the development of a system to find employment for employees of the closed facilities.
