     Declares a goal of providing a decent home in a healthy, safe environment for every resident of the state.

     Encourages the cooperation of public and private sectors in attaining the goal.

     Establishes the affordable housing advisory board.

     Prohibits regulations detrimental to housing for handicapped persons.
