SB 5610 - DIGEST

     Imposes limitations on expenditures from the general fund.

     Creates the emergency reserve fund, limits the amount in the fund, and requires transfer of the excess to the education construction fund.

     Requires a two-thirds vote of each house and approval by the voters of expenditures in excess of revenues.

     Requires approval by the voters of local government taxes.

     Restricts the governor's budget from proposing expenditures in excess of revenues.

     Repeals provisions of chapter 43.88 and 43.135 RCW.
