     Prohibits, after December 1, 1993, the taking of dungeness crab in Washington coastal waters without a commercial license.

     Does not apply to other species of crab.

     Designates requirements for the issuance of a license.

     Allows transfer of a license when a vessel is sold or destroyed.

     Allows issuance of a license to certain designated Oregon vessels.

     Creates a limited entry fishery as of January 31, 1994.

     Requires the department of fisheries to prepare a gear reduction plan by December 31, 1994.
