     Requires the department to identify opportunities to work with flexible networks in each sector of its targeted sector programs and develop a strategy to promote the formation of flexible networks among firms in these sectors, if they are not formed to engage in anti-competitive practices.

     Provides for grants for network development.

     Requires the development of a broker handbook.

     Makes an appropriation of six hundred seventy-three thousand dollars to carry out the purposes of the act.
