     Develops a comprehensive, state-wide policy to reduce the levels of permanent job losses and the number of unemployment compensation exhaustees.

     Establishes the business and job retention program and advisory committee.

     Makes an appropriation of nine hundred and sixty thousand dollars to carry out the purposes of the act.
