     Increases licensing fees based upon gross weight of vehicles.

     Revises maximum load restrictions.

     Revises fee schedule for movements on state highways under special permit.

     Establishes a rural economic diversification support program to select improvement projects.

     Provides a distribution formula for funds from the motor vehicle fuel tax and special fuel tax imposed by RCW 82.36.025(6), and (7).

     Repeals RCW 46.44.160, 82.36.225, section 1, chapter 175, Laws of 1987, and section 5, chapter 166, Laws of 1980.

     Establishes an additional motor vehicle fuel tax rate.

     Revises fees for vehicle license fees identicards, driver's licenses, and motorcycle endorsements.
