SB 6013 - DIGEST

     Declares a legislative intent that the paramount duty of the state in fire protection services is to enhance the capacity of all local jurisdictions to assure that their fire protection personnel, particularly those with arson investigation responsibilities, are adequately trained.

     Declares a further intent to avoid undue burdens on jurisdictions with limited resources.

     Decreases the state fire protection policy board from ten members to seven and revises its duties and responsibilities.

     Places the authority for appointment of the director of fire protection with the governor.

     Authorizes a contract with individuals or organizations to carry out the duties relating to collecting, analyzing, and reporting statistical fire data.

     Creates the state arson investigation information system in the office of the attorney general.

     Provides for recovery of expenses incurred in fighting a fire caused by criminal activities or negligence.

     Requires reports on the efficiency of delivery of fire protection services by December 31, 1994.

     Repeals RCW 48.48.120.
