SB 6211 - DIGEST

     Requires an agency to prepare a written summary of all comments received regarding a proposed rule and a response to the comments by subject matter.

     Authorizes an appeal to the governor when a petition to repeal or amend a rule is denied by an agency.

     Establishes requirements for the adoption of a rule the violation of which would subject a person to a penalty or administrative sanction.
