     Creates the environmental permits office within the department of ecology and directs it to, over a period of time, integrate existing environmental operating permits.

     Declares that pollution prevention is the overall priority.

     Requires a report by November 1, 1998, on the experience with the consolidation initiatives of the environmental permits office.
