     Promotes open and standardized access to telecommunications networks and systems.

     Creates parity in the terms and conditions for use of utility poles or rights of way by any telecommunications company.

     Provides incentives to telecommunications companies to invest in new technology and equipment.

     Creates the telecommunications service task force.

     Ensures reasonable and affordable local calling areas that provide citizens with the ability to reach basic business, government, and human services.

     Requires a study of the taxation and assessment of company property, equipment, and service.

     Facilitates deployment of government services.

     Requires an owner of a private telecommunications system to ensure that the system is connected to the public switched network such that calls to 911 result in automatic location identification.

     Creates incentives for deployment of cable systems in areas unserved by any cable operator.

     Sets minimal standards that a cable operator must meet to operate a cable system in the state.

     Places requirements on the operation of pay telephone and alternate operator services.

     Provides that the act shall be null and void if appropriations are not approved.
