     Makes technical revisions to chapter 76.48 RCW.

     Authorizes county sheriffs to contract with other entities to serve as authorized agents to issue specialized forest product permits.

     Provides that all records and data that are collected concerning forest products harvested or purchased shall be made available to entities for the purpose of research and law enforcement activities.

     Assists non-English speaking and minority pickers through an educational program.

     Repeals RCW 76.48.092.
