     Establishes the Washington performance partnership council and the operating committee.

     Directs the initiation of a two-tracked process toward the long-term improvement of state government and its services.

     Provides for a revision of the current operating budget process.

     Does not modify any public employee collective bargaining agreement.

     Modifies the responsibility of the state auditor to conduct performance verifications of state agencies and programs.
