     On page 8, after line 13, insert the following:

     "NEW SECTION. Sec. 15.   If by June 30, 1995, the omnibus operating budget appropriations act for the 1995-97 biennium does not provide specific funding for section 9 of this act regarding provision of guardians ad litem, appointed counsel, and necessary judicial resources, referencing this act by bill number, this act is null and void."

     Renumber the remaining section and correct the title.

EFFECT: Makes the bill null and void if funding is not provided for the judicial bypass procedure.
