     On page 2, after line 16, insert the following:

     "(5) Special education students are exempted from the requirements of this section.  A student also may be exempted from attaining the reading standard before entering fourth grade with the agreement of a parent of the student and the student's teacher."

EFFECT:  Exempts special education students from participating in the reading assessment requirement and other requirements.  A student also may be exempted from the reading standard before entering fourth grade with the agreement of a parent of the student and the student's teacher.
