    Strike everything after the enacting clause and insert the following:

 

    "NEW SECTION.  Sec. 1.  It is the intent of the legislature that those historic archaeological resources on state park lands that are of importance to the history of our state, or its communities, be protected for the people of the state.  At the same time, the legislature also recognizes that the recreational use of metal detectors in state parks is a legitimate form of recreation that can be compatible with the protection of historic archaeological resources.  It is, therefore, the intent of the legislature to develop an innovative method to identify historic archaeological resources using nonstate agency professional archaeologists and volunteer citizens.  It is also the intent of the legislature to allow recreational use of metal detectors in appropriate areas of state parks where no significant archaeological resources have been identified.

 

    NEW SECTION.  Sec. 2.  By September 1, 1996, the parks and recreation commission shall complete a study to identify historic archaeological resources in at least one state park containing a military fort located in the Puget Sound area.  To the extent possible, the study shall be designed and implemented using nonstate agency personnel and shall include a professional archaeologist and volunteer citizens.

 

    NEW SECTION.  Sec. 3.  The sum of eighteen thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1997, from the general fund to the parks and recreation commission for the purposes of section 2 of this act."

    On page 1, line 1 of the title, after "parks;" strike the remainder of the title and insert "creating new sections; and making an appropriation."
