    (d) A facility in which the services are provided solely by optometrists licensed under chapter 18.53 RCW and persons assisting or under the supervision of optometrists.  However, such a facility may request licensure as an ambulatory surgical center if the facility meets the requirements of this chapter and rules adopted under this chapter"
