    On page 1, beginning on line 18, strike "in a city with a population of over four hundred thousand,

EFFECT:  Removes the 400,000 population threshold so that the alternative method of petitioning for exclusion from city boundaries (25% of voters from the area to be excluded) applies to all cities in the state of Washington.  Current law requires a petition signed by a number equal to 10% of all voters in the city who voted in the last general election.
