Background:  Currently, the Higher Education Coordinating Board reviews, evaluates, and makes recommendations on the operating and the capital budget requests from four-year institutions and the community and technical college system. The board recommendations must be made by October 15 of each even-numbered year.  The board does not have statutory authority to review supplemental budget requests.

 

Summary of Bill:  Institutions of higher education and the state Board for Community and Technical Colleges must submit their supplemental budgets to the Higher Education Coordinating Board.  The board must submit its supplemental budget recommendations to the Office of Financial Management by November 1 and to the Legislature by January 1.

 

Appropriation:  None.

Effective Date:  Ninety days after adjournment of session in which bill is passed.
