Background:  The Washington Health Care Facilities Authority is a body authorized to issue bonds to finance health care facilities.  It is composed of the Governor, the Lieutenant Governor, the Insurance Commissioner, the Secretary of Health, and a member of the public.  The Governor may designate an employee of the Governor's office to act on her or his behalf during meetings of the Authority.

 

Summary of Bill:  The Insurance Commissioner may designate a deputy insurance commissioner to act on her or his behalf during meetings of the Authority.

 

Appropriation:  None.

 

Fiscal Note:  Not requested.

 

Effective Date:  Ninety days after adjournment of session in which bill is passed.

 

Testimony For:  The provisions of this bill will insure 100 percent participation on the board by the commissioner.  It will also facilitate the work of the board because a quorum will be present more often.
