Title:  An act relating to requiring community networks to emphasize youth job training and employment.

Background:  In 1994, the Legislature provided for the creation of community public health and safety networks.  The comprehensive plan of each network may include funding of job placement and training, employment assistance, and education assistance programs for at-risk youth.

 

Summary of Bill: The comprehensive plans of community public health and safety networks must include increasing the job readiness and employment opportunities for at-risk youth.  Networks must distribute 25 percent of available funds for job placement and training, employment assistance, and education assistance programs for at-risk youth.

 

The Washington State Institute for Public Policy's evaluation of networks includes the effectiveness of the networks to increase job readiness and employment opportunities for at-risk youth.

 

The outcomes and outcome evaluation of networks is based on, but not limited to, social development standards and measures established by the Department of Health.

 

Community networks that show exceptional reductions in youth unemployment may receive an allocation from the reserve fund of the Family Policy Council.

Effective Date:  Ninety days after adjournment of session in which bill is passed.
