Requesting funding authorizations to repair roadways, bridges, and rail lines damaged by floods.



    TO THE HONORABLE WILLIAM J. CLINTON, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED:

    We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:

    WHEREAS, Washington State has encountered major damages to roadways, bridges, and rail lines as a result of flooding in early February 1996; and

    WHEREAS, The damages brought major movement of goods and people throughout the state to a virtual standstill; and

    WHEREAS, It is in the interest of the state and nation to facilitate free and orderly movement of goods and people; and

    WHEREAS, The lack of available federal funding will drastically inhibit the state's ability to restore the orderly movement of people and goods;

    NOW, THEREFORE, Your Memorialists respectfully pray that the United States Congress promptly enact funding authorizations to enable repair and reconstruction of the severe damages caused by the recent floods.

    BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable William J. Clinton, President of the United States, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress from the State of Washington.
