HB 1177 - DIGEST

     Requires a county with two or more presidentially declared flood disasters within the most recent ten-year period to complete a comprehensive flood control plan by December 31, 1998.

     Prohibits the annexation of any territory located within a designated flood plain unless zoning and use requirements are consistent with the comprehensive flood control management plan.

     Requires state agencies to reduce the risk of flood losses in connection with state-financed improvements.

     Encourages the removal of accumulated materials from rivers and streams through permit requirements.

     Repeals RCW 79.90.325.
