     Declares an intent that the delegation of legislative authority to the department of ecology, the department of agriculture, and the department of labor and industries is conditioned on the legislature being given an opportunity to review proposed rules prior to their adoption, and on the public being given the opportunity to review and comment on proposed rules prior to their adoption.

     Applies the requirements only to the water quality, pesticide, and industrial safety and health programs of the departments.

     Requires negotiated rulemaking and a hearing prior to legislative review.

     Exempts certain required worker protection rules.

     Allows emergency rules to remain in effect until permanent rules can be adopted.

     Provides conforming amendments to provisions relating to the department of ecology, the department of agriculture, and the department of labor and industries.
