     Provides that a local government may not pay membership dues or provide compensation to a private entity for local government association purposes if the total amount of dues or compensation paid to the private entity by local governments constitutes seventy-five percent or more of the gross revenues of the private entity, unless the private entity agrees to the specified conditions.
