(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Provides that, for a first offense, an additional penalty of imprisonment for four days and a fee of three hundred dollars shall be imposed.

     Provides that, for a second offense within five years, an additional penalty of imprisonment for eight days and a fee of six hundred dollars shall be imposed.

     Provides that, for a third or subsequent offense within five years, an additional penalty of imprisonment for twenty days and a fee of two thousand dollars shall be imposed.
