     Declares a public policy to require able-bodied citizens to engage in paid or unpaid employment or engage in short-term training for employment, to require accountability of all parents, and to discourage teen pregnancy.

     Designates requirements for job-ready, job preparation, and teen parent target groups.

     Makes provisions for welfare-to-work programs, including tax incentives programs.

     Provides for teen parent programs, including the establishment of teen group homes.

     Implements a pilot program to be known as the Washington full employment act.

     Establishes procedures for suspension of various licenses for a failure to provide child support.

     Revises provisions for AFDC-related group home zoning.

     Provides for studies of welfare-to-work effectiveness.

     Establishes a class C felony offense for the crime of predatory nonsupport.

     Limits benefits for the birth of subsequent additional children.

     Repeals RCW 74.08.120, 74.08.125, 74.12.420, and 74.12.425.

     Makes an appropriation of twenty million dollars to carry out the purposes of the act.
