(DIGEST AS ENACTED)

     Provides that any permit under chapter 90.58 RCW may be conditioned for the construction phase of a project to provide a time period of not more than two years to commence construction and not more than five years for completion of construction.

     Authorizes a one time extension of one year for reasonable factors.
