SB 6146 - DIGEST

     Declares that the legislature shall provide to each school district levy authority replacement moneys in an amount equal to four percent of the levy authority under RCW 84.52.0531 for calendar year 1999 and thereafter.

     Declares that school levies authorized by this act shall be used for program enrichment purposes and may not be considered any part of the state's basic education obligation.  Levy funds may be expended for basic education programs and such expenditures constitute enrichment of such programs.
