    On page 4, after line 5, insert the following:

    "NEW SECTION. Sec. 3.  1998 c 286 s 8 & 1995 c 347 s 433 (uncodified) are each repealed.

NEW SECTION. Sec. 4.  (1) If specific funding for the purposes of section 1 of this act, referencing this act by bill or chapter number, is not provided by June 30, 2000, in the omnibus appropriations act, sections 1 and 2 of this act are null and void.

    (2) If specific funding for the purposes of section 1 of this act, referencing this act by bill or chapter number, is provided by June 30, 2000, in the omnibus appropriations act, section 3 of this act is null and void."

    Correct the title.

EFFECT:  Includes a contingent null and void provision related to the writ of mandamus authority (Section 1) so that:  (1) If funding for the writ authority is included in the budget, the expiration of the 120-day permit requirement is repealed, but the local government liability waiver provision does expire; and (2) if funding for the writ authority is not included in the budget, the writ authority section is null and void, and the expiration of both the 120-day permit requirement and the local government liability waiver are repealed.
