Background:  In 1995 the Legislature transferred administration of two grant programs and project selection for another program from the Department of Transportation to the Transportation Improvement Board (TIB).  The transferred programs included the Central Puget Sound public transportation account and the public transportation systems account programs, which provide grants for transit-related capital projects, and competitive grants from the Intermodal Surface Transportation Efficiency Act (ISTEA) federal surface transportation program which may be used for a variety of transportation purposes.

Summary of Bill:  The reference to the Intermodal Surface Transportation Efficiency Act is updated to the current federal act, the Transportation Equity Act for the 21st century (TEA-21) and all successor acts.  The surface transportation program enhancement program is added to the programs that TIB is responsible for prioritizing.
