Background:  There has been concern in recent years regarding the perceived increase in the number of Acontingent workers,@ or workers who do not have an explicit or implicit contract for ongoing employment.

 

Classes of these workers are sometimes defined differently by federal and state agencies and other interested parties.  Common definitions of these terms may aid the state's efforts to study these workers.

 

Summary of Bill:  The following terms are defined: employee, employer, full-time employee, independent contractor, part-time employee, permanent employee, permatemp, temporary agency, and temporary employee.  These definitions may only be used by state agencies studying the contingent workforce.

 

Appropriation:  None.

 

Fiscal Note:  Not requested.

 

Effective Date:  Ninety days after adjournment of session in which bill is passed.
