SENATE BILL REPORT

                   SB 6283

                    As of January 25, 2000

Title:  An act relating to transportation projects.

Brief Description:  Concerning the use of the design‑build procedure for transportation projects.

Sponsors:  Senators Gardner, Horn, Haugen and Sellar.

Brief History:

Committee Activity:  Transportation:  1/26/2000.

SENATE COMMITTEE ON TRANSPORTATION

Staff:  Lynn Hale (786-7346)

Background:  Current law requires the Department of Transportation (DOT) to develop a process for design-build for highway construction and test that process on two projects that are valued over $10 million.

With the passage of I-695, DOT may not have sufficient funds to proceed with projects valued over $10 million dollars.  DOT would like to proceed with developing and testing design-build for projects without a dollar value limitation imposed.

Summary of Bill:  The $10 million value that was placed on design-build projects is removed.

DOT must present progress reports to the Senate and House of Representatives transportation committees. DOT must present a final report to the Senate and House of Representatives transportation committees within one year of completion of the two demonstration projects.

The act expires on April 30, 2001.

Appropriation:  None.

Fiscal Note:  Requested on January 20, 2000.

Effective Date:  Ninety days after adjournment of session in which bill is passed.
