Title:  An act relating to incorporations of new cities and towns.

 

Brief Description:  Requiring boundary review boards to consider the tax base of an area proposing incorporation before approving or disapproving the incorporation.

Background:  A boundary review board may disapprove the incorporation of a city with an estimated population of less than 7,500.  A boundary review board may not disapprove the incorporation of a city with an estimated population of 7,500 or more, but the board may recommend against the proposed incorporation.

 

Summary of Bill:  A boundary review board must disapprove a proposed incorporation of any city or town when the tax base for the proposed incorporation is less than 70 percent of the statewide tax base for all cities and towns.  ATax base@ means the per capita actual value of the taxable property added to the per capita sales and use tax revenues.  The boundary review board must consult with the Department of Revenue for assistance in determining the tax base.
