Title:  An act relating to disregarding persons confined in state correctional facilities for population counts under the growth management act.

Majority Report:  That Substitute Senate Bill No. 6643 be substituted therefor, and the substitute bill do pass.

Background:  Each county that has both a population of 50,000 or more and has had its population increase by more than 17 percent in the previous ten years, and the cities located within such county, and any other county regardless of its population that has had its population increase by more than 20 percent in the previous ten years, and the cities located within such county, must conform with the requirements of the Growth Management Act.

 

Summary of Bill:  For the purposes of being required to conform to the requirements of the Growth Management Act, no county is required to include in its population count those persons confined in a correctional facility under the jurisdiction of the Department of Corrections that is located in the county.  The act is prospective.

 

Appropriation:  None.

 

Fiscal Note:  Not requested.

 

Effective Date:  Ninety days after adjournment of session in which bill is passed.

 

Testimony For:  Cities want it clarified that the act is prospective.
