Background:  The Becca bill was passed in 1995 and has been operational for almost five years.  There have been numerous anecdotal reports that it has been successful; however, no official studies have been done except in the truancy area.

 

Summary of Substitute Bill:  The Institute for Public Policy shall conduct a study that examines the effectiveness of the mandatory treatment and secure residential placement provisions of the CHINS and at-risk youth petition process.  The study must examine criminal and delinquent activity of the youths involved, their substance abuse issues, if any, and school retention.

 

The Office of Administrator for the Courts, the Department of Social and Health Services, the office of the Superintendent of Public Instruction, and other local governments must provide the Institute with access to information necessary to complete the study.

 

The study is due to the Legislature by January 1, 2001.

 

Substitute Bill Compared to Original Bill:  The survey portion of the study is removed.

Fiscal Note:  Available.

 

Effective Date:  Ninety days after adjournment of session in which bill is passed.
